Land Use Redesignation

On behalf of The Calgary Drop-In Centre, CivicWorks has submitted a Land Use Redesignation application (LOC2022-0198) to support a possible future mixed-market housing development with approximately 120 units at 1439 17 AV SE, including both market and affordable housing units. If approved, the Land Use Redesignation would transition the subject site from its existing Industrial – Edge (I-E) District to a Mixed-Use – General (MU-1) District. The proposed change would allow for mixed-use buildings with maximum heights of approximately 6 storeys (22m) and up to a maximum Floor Area Ratio (FAR) of 4.0 for the northern portion of the subject site that fronts onto 17 AV SE, while also allowing for a maximum of 12 storeys (45m) and up to a maximum FAR of 5.0 for the smaller southern portion of the site that will front southwards onto the Brewery-Rail Lands area. Development-level details, such as units types, would be determined in the future through a Development Permit application, which would involve further public outreach at that time.

This Land Use Redesignation application is part of broader planning efforts for the Brewery-Rail Lands Comprehensive Planning Area and, at this time, The Calgary Drop-In Centre has no plans to redevelop the site. While this housing approach is similar to other buildings owned and operated by The Calgary Drop-In Centre, it is important to note that this development is not intended for use as a shelter, nor would this Land Use Redesignation allow for the use of a shelter.

The adjacent lands to the west, east, and south of the site are known as the Brewery-Rail Lands and are part of a Comprehensive Planning Area that 1439 17 AV SE falls within. Currently under review, the Brewery-Rail Lands application (LOC2022-0022) for MATCO Development seeks to transition lands from the I-E and I-G Districts to various Direct Control (DC) Districts based on the MU-1 District. The site to the immediate west additionally has an MU-1 District application submitted that is under review (LOC2022-0064) for Hungerford Properties, which is also part of the Comprehensive Planning Area. The MU-1 Land Use Redesignation application for the Subject Site at 1439 17 AV SE forms the final application to complete the fulsome privately-owned portion of the Comprehensive Planning Area redevelopment vision, and the proposed land uses have been informed through comprehensive planning activities to ensure alignment with the Brewery-Rail Lands overall intent.
